Hai Duong Department of Planning and Investment is under the authority of Hai Duong People Committee. Its major function is to manage planning and investment of the province, including:

• Synthesizing socio- economic development planning
• Implementing and proposing about the provincial’s socio – economic mechanisms and policies.
• Managing domestic and foreign investment in the local.
• Managing the Official Development Assistance (ODA) and Non – Government Organization (NGOs) sources.
• Biding, business registration in the local.
• Manage private and collective enterprises.
• Supplying public services that belong to the Department’s management.
• Implementing some tasks and duties under the authority of Hai Duong People Committee and according to the Law.

Hai Duong Industrial Zones Authority is under the authority of Hai Duong People’s Committee and was established according to the Decision No.96/2003/QD-TTg dated 13th May 2013 of the Government. Its major functions are:

• Directly manage all Industrial Zones in the local as regulated by Law;
• Manage, organize and provide public administration services and other supporting services which related to investment activities and business manufacturing of investors inside Izs;
• Implement other tasks and rights as assigned by the provincial People’s Committee;
• Corporate with other authorities in the local in managing Industrial Zones;
